A. Dragon Card Policy Statement

  1. For this policy, a Dragon Card is defined as the physical card, the data and photo printed on the card, and/or the data encoded on the card.
  2. Unauthorized use of a Dragon Card warrants immediate confiscation, deactivation and/or disciplinary action.
  3. The identification, service entitlements and facility access associated with each individually issued Dragon Card are never transferable, and so, Dragon Cards should not be lent to another individual for any purpose. In the event a Dragon Card is lent to another individual, the individual whose identity is represented on the Dragon Card assumes all financial and/or criminal liability for the card's misuse.

B. MSUM Campus Cash and Dragon Dollars

  1. Campus Cash and Dragon Dollars are defined as the following:
    1. Campus Cash is a debit card service that is linked to the MSUM Dragon Card. This service is available to ALL Dragon cardholders for non-food service purchases.
    2. Dragon Dollars is a debit card service that is linked to the MSUM Dragon Card. This service is available to ALL Dragon cardholders for food service purchases only.
  2. A $15 minimum is required for deposits made online. Deposit increments are $15, $25, $50, $100, $200 and $500.
  3. No minimum balance must be maintained.
  4. Cash refunds are not given for any purchases at any participating merchants. Credit is returned to your account.
  5. Funds are non-transferable, including between Campus Cash and Dragon Dollars.
  6. Funds are required to be spent by Spring Commencement of each academic year (date will be posted on GET Funds website). Funds not used will be forfeited.

IMMEDIATELY report lost or stolen cards to MSUM Public Safety, 218.477.2449.

C. Fraudulent Use of a Dragon Card

Fraudulent use of a Dragon Card may include, but is not limited to:

  1. the misrepresentation, or attempted misrepresentation, of identity via the issuance of a Dragon Card
  2. the misrepresentation, or attempted misrepresentation, of identity via the use* of a Dragon Card
  3. the provision of a Dragon Card to another individual for any purpose
  4. the duplication, or attempted duplication, of a Dragon Card, the data or photo printed on the card, and/or the data encoded on the card
  5. the alteration or defacement, or attempted alteration or defacement, of a Dragon Card
    *Any function to which the Dragon Card is used as the key for access, e.g., services, facilities, etc.

When fraudulent use of a Dragon Card is detected by the Dragon Card Office or a service provider*:

  • The Dragon Card must be confiscated. Service providers must immediately contact the IT Help Desk so the card can be deactivated.
    1. Service providers must have their own procedures regarding what, if any, attempt will be made to determine the identification of the individual attempting to fraudulently use the card. If known, the individual's name must be immediately forwarded to the Dragon Card Office along with the confiscated Dragon Card.
    2. Service providers may impose their own service restrictions on fraudulent card users.
  • Upon confiscation, or receipt of confiscated Dragon Card, the IT Help Desk will conduct an investigation appropriate to the circumstances of the misuse, with the possible involvement of Office of Student Conduct & Resolution, Public Safety, US Bank, and/or other appropriate offices.

*A service provider is the controller of the service or facility to which the Dragon Card serves as the key for access.

D. Acceptable Photos

  1. The photo should show a clear, front view, full face of the applicant, without hat or dark glasses. The applicant should have eyes open and looking directly ahead. In general, the applicant's head, including both face and hair, should be shown from the crown of the head to the tip of the chin on top and bottom and from hairline side-to-side. The key requirement is that the photo clearly identifies the cardholder.
  2. Eyeglasses worn on a daily basis can be worn for the photo; however, there should be no reflections from the eyeglasses that obscure the eyes. Dark glasses or nonprescription glasses with tinted lenses are not acceptable unless you need them for medical reasons.
  3. In accordance with the Family Rights and Privacy Act (FERPA), the cardholder's photograph is part of the educational record. It can be released to campus officials for educationally related and university purposes. Minnesota State University Moorhead to will not release cardholder's photograph outside the institution, unless permitted or required by law, or with the cardholder's permission.
  4. Inappropriate photos submitted to the site will be reported to the user's ISP and/or the proper legal authorities. The site administrator reserves the right to determine what is inappropriate.
  5. Cardholder digital photo will be printed on the front of your Dragon Card and stored electronically in the Dragon Card database system.
  6. Head coverings are only acceptable due to religious beliefs, provided the head covering does not:
    • Obscure or obstruct a full front view of the face.
    • Display any logo, insignia, symbol, or regalia, word or words, letter, number or character, or any combination thereof, graphic design other than the overall pattern of the fabric or material.
    • Cast a shadow onto the face.
  7. By submitting your photo you are agreeing that you have read the Photo Policy and Dragon Card Usage Statement terms and conditions, you are giving your digital signature to this agreement.
Photo Dos Photo Don'ts

Your photo must be:

  • in color
  • of you alone in normal street attire
  • recent (within the last year)
  • taken with a plain/neutral background
  • a clear, unobstructed, front view of the full face & head

Your Photo will not be accepted:

  • if it's been retouched such that your appearance is changed, with the exception of senior picture retouching
  • as a snapshot, photo booth print or full-length photo
  • if it includes additional people or foreign objects (i.e. trees, animals, sporting equipment, etc.)
  • with facial or hand gestures
  • with head and/or facial obstructions (i.e. wearing a hat, bandanna, dark glasses, etc.)

E. Terms and Conditions

  1. Lost or stolen Dragon Cards should be reported to the IT Help Desk immediately.
  2. Dragon Dollars, the cash value deposited on a card's magnetic stripe, is not cash refundable even if the card is lost, stolen or damaged.
  3. Dragon Cards must be properly cared for, as a replacement fee will be assessed for replacement (lost, stolen or damaged) Dragon Cards.
  4. Departments may choose to pay for an employee's replacement card. The employee should request a memo on department letterhead stating the name of the employee to receive the Dragon Card, the department's Account number and the appropriate signature. Please refer to University policy if your department receives sponsored funds.

F. Disclaimer

The IT Help Desk is not liable for financial loss or criminal repercussions associated with lost, stolen, damaged or fraudulently used Dragon Cards.

G. Confidentiality Statement
