American Rescue Plan (ARP) HEERF III Student Emergency Grants Spending Plan

Minnesota State University Moorhead (MSUM) received $5,187,282 in total for the student emergency award allocation. Based on system guidance, our proposed utilization is:

ARP HEERF III Reporting

Total amount of ARP HEERF III Emergency Grants to Students to date: $5,103,063 (updated April 4, 2022)

Total number of students that have received Emergency Grants to date: 2,823

Block grants will be distributed to students based on the guidance of prioritizing domestic undergraduate students with exceptional need. Funds will be disbursed after system approval, with the plan for early October.

International students, along with higher need students, may apply through the Student Emergency Assistance Fund (SEAF) application process for ARP HEERF III funding. MSUM will notify students of the availability and process through various social media channels, along with the student email listserve.

Determining exceptional need: MSUM used their Net Price Calculatur to determine an EFC that approximated the IRS salary cap of $160,000 for receiving federal stimulus funds. The EFC used is $30,000.

Domestic undergraduate and graduate students with an EFC of up to $30,000 will be awarded using the following table that takes into consideration EFC and credit load:
