MSUM Simplifies Tuition & Fees

Minnesota State University Moorhead has simplified its tuition and fee structure that was established in 2005 when online courses were first offered. The new structure is transparent and predictable for all students.

  • After a year-long review and input from 18 stakeholder groups, including many with student representation, MSUM’s final proposal was reviewed and supported by MSUM administration and the Student Senate.
  • It was presented to and approved by the 2021 Minnesota Legislature and the Minnesota State Board of Trustees.
  • It is effective Fall 2021.

The primary changes to tuition and fees include:

  • Your bill will be simple, transparent and predictable.
  • Online tuition differential is eliminated.
  • Tuition is banded at 12-18 credits instead of 12-19.
  • All undergraduate and graduate courses will be charged students fees regardless of delivery method.
  • Student fees per credit decreased by 2%.
  • The Legislature and Minnesota State Board of Trustees approved MSUM tuition rates to align with comparable regional universities.

Does this change in structure increase my cost to attend MSUM?
Monitoring student affordability was at the core of the restructure process. This new structure achieves uniformity regardless of course delivery mode and provides better alignment in tuition and fee assessment. For both undergraduate and graduate programs, MSUM remains an affordable value among our leading competitors.

What is the undergraduate comparison per semester between the old and new structure?
Example: 6 credits online and 9 credits in-person/hybrid/hyflex plus the state-approved tuition increase plus student fees:

  • Fall 2020 (old structure): $4,763.07
  • Fall 2021 (new structure): $4,956.77

Net increase of $193.70 per semester or 4 percent over last year.

What is the graduate comparison between the old and new structure?

Fall 2020 (old structure):

  • included online tuition differential for completely online courses
  • did not include student fees for completely online courses
  • included program & course tuition differential on certain courses

Fall 2021 (new structure):

  • eliminates online, program & course tuition differential for all courses
  • establishes competitive market-driven tuition rates for each graduate program
  • includes student fees on all courses regardless of delivery method, up to 12 credits

Why is the tuition band changing to 18 credits?
MSUM is the only university within the Minnesota State system that bands tuition between 12-19 credits. Changing the band to 12-18 aligns us with other institutions in our service area. Plus, students who take 15 credits per semester are on target to graduate in four years.

If I enroll for 19 credits, does that mean I pay for 13 credits?
Students pay the banded tuition rate for their first 18 credits plus 1 credit of tuition for their 19th credit. The tuition total is $4,554.01.

How are student fees assessed?

  • Student fees will be charged on all courses regardless of delivery method, up to 12 credits. These include Athletics, Health Services (counseling), Student Life/Activity, Student Union, Wellness Center.
  • The Technology fee is assessed on all credits to ensure technology-rich teaching and learning.
  • The Students United fee is banded at 12-18 credits.

What are the student fees?
Student activity fees include Athletics, Health Services (counseling), Student Life/Activity, Student Union, Wellness Center. Student fees per credit decreased by 2% this year.

If I’m an out-of-town student and taking courses entirely online, how will I benefit from these student service areas?
During the pandemic, programs and activities were offered online. Moving forward, they will continue to be offered both in-person and virtually to ensure fully online learners benefit from and have access to fee-funded activities and services. Here are a few examples:

  • Virtual Group Fitness programming and Fitness On Demand
  • Access to Office 365, Online Library Databases and Handshake (Student job search and career & professional development platform).
  • Event planning support for online/hybrid meetings and events.
  • Support to attend and/or present at regional and national conferences.
  • Virtual case manager student support services to help with access to community-based resources.
  • All/majority of athletic competitions are streamed online for spectators.
