The Office of Scholarships and Financial Aid have applications and information about the federal, state, and University aid programs available to students.

All students who apply for financial aid at MSUM must:

    1. Apply for Admission
    2. Complete the Free Application for Federal Student Aid or Renewal Application (FAFSA)

Additional documentation such as tax forms will be requested if needed. Respond quickly to these requests.

Students who have a complete financial aid application file will receive an award notice explaining the types and amounts of financial aid that they can expect to receive. A Direct Student Loan can be initiated by completing the loan acceptance response which is part of the award letter notice. Other types of student loans usually require a separate application. Information is available at www.mnstate.edu/finaid/factsheet.pdf or in the Financial Aid Office.

To receive the maximum financial aid award, complete an application each year as soon after January 1, as possible. Completed applications are considered for aid in the order they are received. Upper-class scholarships require separate applications, which are usually available for awards for the following fall term.

IMPORTANT PAYMENT INFORMATION!
READ and ACT, It will save your Fall Registration.

By August 21, 2007, students must have completed one of the following criteria to prevent cancellation of their fall registration:

1. Pay tuition/fees in full.

OR

2. Have a financial aid award sufficient to meet the payment requirement.

OR

3. Pay a minimum of $300 on tuition/fees to ‘hold’ your registration.

OR

4. Have a payment plan contract in place with FACTS. Go to www.mnstate.edu, click on eservices, login (ID & PIN required) and select Bills and Payment.

OR

5. Have a Third-Party authorization on file with the MSUM Business Office (DVR, Military Assistance, Employee Contractual Tuition Waiver, etc.)

Between August 27 and August 31, 2007, make your registration changes: Free Drop/Add Period, 5 days only.

September 4, 2007, Financial Aid is applied to your fall bill. If your financial aid is greater than your bill, complete a Direct Deposit Authorization with the Business Office by August 31, 2007. This allows excess aid funds to be deposited into your checking or savings account by September 6, 2007. If you do not sign up for Direct Deposit, an aid overage check will be mailed to your local address beginning September 6, 2007.

September 6, 2007, DUE DATE FOR PAYMENT of remaining Tuition/Fees AND a minimum of one-half of Residence Hall charges not covered by financial aid or a FACTS contract.

Housing payment plans

Students who have entered a room/board contract with the University may request a payment plan to fulfill this part of their term bill. Application for such special payment arrangement should be made with the Housing Office prior to the payment deadline date each term. Students who are not current with their housing payment schedule will have their meal contracts invalidated and will be notified to vacate the resident halls.

Past Due Student Accounts

MSUM will place a hold on diplomas, official transcripts, and term grades until (a) all tuition, course related fees and student fees have been paid and (b) all other financial obligation (including Financial Aid repayments) owed the University have been settled.

Registered Students who choose
not to attend

Students who have registered for a course at MSUM but decide not to continue attendance should (a) contact the Record Office if this decision is made on or prior to the fifth class day of the semester term or (b) contact the Counseling Center after the fifth class day of the semester term. Notification to the University of non-attendance may reduce charges and/or create a refund. Failure to provide such notification may result in full tuition/fee charges plus additional costs.

Students can save more than $4,000 per year with MSUM's new out-of state tuition policy.

Beginning Fall 2002, all students admitted to MSUM from non-reciprocity states will automatically be granted in-state tuition.

SAVINGS: over $4,000 per year/over $16,000 over four years

What if I'm from a reciprocity state?
Reciprocity agreements with North Dakota, South Dakota and Wisconsin already allow students to attend MSUM at comparable in-state tuition rates. (North and South Dakota freshmen automatically receive reciprocity if they enter MSUM within the 12-month period after their high school graduation. Freshmen from Wisconsin and all transfer students must apply to the appropriate department from their home state.)

Is this available for graduate tuition?
Yes, in-state tuition applies to both undergraduate and graduate courses.

reciprocity

North and South Dakota freshmen automatically receive reciprocity if they enter MSUM within the 12-month period after their high school graduation if they graduated from a high school in their state of residence. Home-schooled students, students who graduated from a high school in a state other than their state of residence, freshmen from Wisconsin and all transfer students must apply to the appropriate department from their home state.

Students who attend MSUM within 12 months of graduation from a North Dakota or South Dakota High School who reside in the respective state do not need to file an application. However, if they do not attend MSUM within 12 months of their graduation, they must file a reciprocity application. Students who transfer must file new reciprocity applications so the various state agencies know the current institution of attendance.

North Dakota and Wisconsin students attending Minnesota State University may apply for reciprocity on-line or by printing the form and following the directions found at the respective web sites. 

North Dakota students:

South Dakota students: do not need to complete an application form. The Registrar at MSUM will determine eligibility if they meet the following criteria:

  • S/he was a SD resident at the time of graduating from a SD high school and lived with a parent or legal guardian who was also a SD resident; and
  • The parent or legal guardian continuously resided in SD from high school graduation up until the time the student enrolls in post-secondary education; and
  • The student enrolls in post-secondary education no later than the fall semester of the seventh year after the date of high school graduation.

refunds & repayments

Detailed copies and examples of refund policies are available at the Financial Aid and Business Offices. Students wishing to withdraw from all classes should begin the process at the Counseling Center (BR 260).

MSUM will process a proportional refund of tuition and fees to the student and/or the student’s financial aid funding sources when the student totally withdraws from the University. All students who leave the University during the academic year should process an official withdrawal beginning at the Counseling Center.

Refund calculations are based on the following schedules as established by the MnSCU Board, the University, or Federal Statutory Refund policies, for Title IV aid recipients.

1. Refund percentages for all students without Title IV or State aid:

On or before the 5th business day          100%
6th through 10th business day                 75%
11th through 15th business day               50%
16th through 20th business day               25%
After 20th business day                          None

During Summer Session
On or before the 5th business day          100%

2. Students with Title IV or state aid funding (withdrawing before the 60% point of the term): Refund amounts are based on the percentage of the term that remains at the point of withdrawal. For example, if the student was in attendance for 30% of the term, he or she has earned 30% of the Title IV aid funds. The refund or amount to be returned to the aid sources is then 70%.

The repayment of unearned aid is a shared responsibility between the University and the student. The student’s immediate repayment requirement would normally be equal to 50% of the grant funds he or she received as cash or aid overage. Repayments of loan dollars received as aid overage would follow the terms established in the promissory note signed by the student.

No tuition/fee refunds will be processed for withdrawals occurring after the 60% point of the term.

Residence hall refunds are based on the number of days remaining in the term. A $50 administrative charge will be deducted from the housing refund.

Most withdrawing students who receive financial aid will have all or a portion of their refund credited to their financial aid programs in the order directed by the Department of Education and may incur immediate repayment obligations if any direct cash disbursements were received.

Students who wish to appeal refund policies and percentages used may file a “Refund Appeal.” Forms are available at the Counseling Center, Business Office, and at the Records Office. Financial aid programs limit the allowable time to return Federal and State funds. Refund appeals must be submitted within 90 days of the end of the term for which a refund appeal is submitted, but not later than September 25 of the next academic year.

Printed copies of the refund policies and calculations used for determining refund amounts are available at the Business Office and the Financial Aid Office. No refunds will be granted for less than $1.00.

NOTE: Refunds of tuition and fees due to individual dropped courses will be granted only for drops occurring in the first five business days.
