FERPA

The Minnesota Attorney General's Office has determined there is
a difference in what institutions may charge for the reproduction
of educational records (primarily requested under FERPA) and other
types of records (primarily requested under the Minnesota Data
Privacy Act).

For all educational records (transcripts, applications, recommendations,
reference notes, etc.), the cost of reproduction charged to those who
request materials/records is $0.15 per page.For other, non-educational
records (employment records, financial data, office records), the cost of
reproduction charged to those who request materials/records is
$0.25 per page.
