Section III. Assessment

Technology Master Plan

Master Plan Section III. Assessment. This section summarizes the evaluation plan that MSUM will employ to ensure and track concrete progress toward meeting planning goals and action items. The following key performance indicators will be used:

  • Is there a plan for assessment of progress on plan goals? Is the assessment process continuous/on-going?

  • An assessment plan reports implementation of both the instructional and administrative action plans; it lists persons or offices charged with coordinating or implementing each of the action plan items. In addition each action item has a time line for completion with reports of progress.  The assessment process requires yearly reports to the administrative management team member with major responsibility for each action plan item. The President or his Budget and Planning Committee will receive all reports identified in the action plans.  Measurable outcomes or other evaluative measures will be developed for each action item.
  • To what degree is the technology master plan and subsequent work plan integrated with/supportive of other institutional plans?
  • Strategic Plan 2003-2005

    Strategic Priority Issue IV – Educational Resources

    • Goal: MSUM will provide educational resources that enhance the teaching and learning environment.

    • To achieve this goal, efforts are necessary in three key result areas:

A.   Educational Needs
Objectives:

1.      Obtain consensus on present and future needs. 

2.      Establish resource priorities with a timetable. 

B.  State Support
Objectives:

1.    Develop a strategy to obtain increased funding from the state for technology and other instructional resources. 

2.    Work with MnSCU in integrating academic and technological resources at the institutional and system levels. 

C.  Outside Funding
Objectives:

1.    Establish partnerships to share and/or obtain resources. 

2.    Develop strategies to obtain philanthropic dollars for technology and other educational resources.

3.    Expand grant efforts focused on technology and other instructional resources.

  • Campus Master Plan
    • The Technology Master Plan will be integrated into the campus master plan.  The Infrastructure Technology subgroup will convey the necessary information.  Timelines for implementation and assessment will be provided to the Campus Master Plan Taskforce as they complete their plan in the Fall Semester of 2003.

  • To what degree is the technology master plan and subsequent work plan integrated with the Office of the Chancellor MnSCU plan?
    • This Technology Master Plan supports directly several of the Chancellor’s current work plan items, from a MSU Moorhead perspective.  Examples include the following from the Chancelor’s Quarterly Report to the Board in April 2003.

Improve faculty and staff technology skills by expanding opportunities to learn how to use technology to improve teaching, learning, management and student services*

Determine the resources needed to provide faculty, staff and administrative development and how well these needs can be met within existing budgets*

Continue development of distance and technology enhanced education opportunities to improve the system's ability to respond to learner needs*

Collaborate with other educational entities to begin the development of a statewide digital learning plan

Pilot e-portfolio project*

Establish the capacity to integrate academic, strategic, financial, technology and facilities plans at the institutional, regional and system levels*

Work with several institutions to develop academic plans that serve as the foundation for and integrate with their strategic, financial, technology and facilities plans*

  • This Technology Master Plan supports many of the of chancellor’s goals** listed in Designing for the Future--Strategic Plan.  The action items would specifically relate to MSU Moorhead:
  • Goal 10- Offer electronic learning options
  • Goal 11- Meet the full range of student learning needs
  • Goal 14- Establish state and regional collaborations
  • Goal 15- Work collaboratively with other higher education providers
  • Goal 16- Recruit and invest in excellent faculty, staff and administrators
  • Goal 17- Develop integrated plans
  • Goal 18- Serve as good stewards of capital assets
  • Goal 20- Align the system’s technology infrastructure
  • Goal 21- Strengthen financial systems and processes

**Designing the Future - Strategic Plan

  • Has a technology master plan been updated at least every three years?
    • NO, this comprehensive Technology Master Plan was accepted by President Barden in May and presented to MnSCU in June, 2003.  The Technology Task Force members suggested that a major review of the plan be undertaken every three years to complement the required yearly review.

     

  • Has a list of work plan action items been developed from the technology master plan, and is progress on these items on-track?
    • The Instructional Technology Action Plan lists specific activities responsible persons, time lines, and projected costs.

    • The Administrative Technology Action Plan lists specific activities responsible persons, time lines, and projected costs.

     

 

  • The Infrastructure Technology Action Plan is in development.  Members from both the Instructional and the Administrative subgroups are working on this document which will provide the integrate between the technology Master Plan and the Campus Master Plan.

  • Are work plan items updated annually?

    • In the past annual updates have not taken place.  However, a built-in annual review of both the Instructional and Administrative Action Plans theinterface with the President and his Budget and Planning Committee.

     

  • Are individuals or offices of primary responsibility, accountable for completion of the action items, named in the work plan?

     

    • YES, each item identifies an accountable office, team, or individual.

     

 

  • Are work plan action items connected to budget priorities?

     

    • The connection to budget priorities takes place with the President after he consults with his cabinet and the newly formed Budget and Planning Committee.

 

  • Has constituent satisfaction with the technology master plan/planning process and with plan implementation been measured?

     

    • A vigorous attempt was made to gather input from all concerned stakeholders.  A large, balanced, representative committee, produced two web-based surveys, held several small focus groups, open forums, involved students and student senators, presented to several standing committees and an IFO meet and confer session.
  • Assessment is part of all three Action Plans (Administrative, Instructional and Infrastructure) and the institution assessment plan seeks to satisfy all departments and offices.   Additionally, the various stages of the Action Plan selected for implementation will be measured as part of the yearly assessment.

 

  • Are satisfaction levels acceptable?

     

    • The satisfaction level will be assessed at the end of the first year and reported during the summer of 2004.

 

  • Has the technology profile been updated as necessary (details to be determined)?

     

    • The necessary information needed to complete this request has not been forwarded from MnSCU.
