Regulatory & Legislative Tracking

Corporate Compliance is responsible to monitor for and track ongoing regulatory and legislative changes that could potentially impact Bank of the West. The monitoring and tracking covers both the federal and individual state legislative activity from bill introduction to final passage. The monitoring and tracking also covers actions/rulings/guidance issued by the various federal regulatory agencies.

Multiple resources are utilized to identify legislative and regulatory developments that warrant tracking. The majority of the resources used are internet-based. Each relevant regulatory or legislative development is entered and tracked on an Excel spreadsheet.

General Description of Job Duties

Daily monitoring of web sites and hard-copy periodicals for regulatory and legislative developments including: 

*Monitor approximately eight regulatory agencies' web sites & publications daily for announcements of agency guidance. 

*Monitor several key banking industry online publications for daily notifications of key developments. 

*Monitor each state legislature web site for daily bill introductions and status changes. There are 18 states in the Bank of the West footprint that require tracking. 

 

Daily tracking of relevant developments. The tracking process includes: 

 *Read and evaluate each potential banking development that has been identified. Determine the item's relevance to Bank of the West. 

*Enter new items onto the tracking worksheet. Includes  such information as: bill/law/publication number or identifier, the Corporate Compliance subject matter expert, key dates, a brief summary/description of the key point of  the item, the link to the internet reference site, etc. 

*Enter status change updates for existing items (particularly items in the bill stage) onto the tracking worksheet. 

*Prepare a weekly summary of all new entries and important status changes made to the tracking worksheet for distribution to the Corporate Compliance staff. 

*Prepare a monthly Executive Summary of all high-risk entries for distribution to various senior management committees.

*Other administrative duties as assigned.

Responsibilities:  This legal assistant position is for two special projects for approximately 18 months. One project involves service work with domestic violence survivors in primarily family law, housing and government benefits. The job duties include client intake, drafting legal documents, and referrals to community services. Staff attorneys will provide supervision and guidance. The counties served are Mille Lacs, Todd and Morrison. This project is funded by the Department of Justice's Legal Assistance for Victims Grant Program under the Violence against Women Act (VAWA).

The second project is a planning project with the CMLS Volunteer Attorney Program. This project involves learning more about possible volunteer attorney resources to expand legal services for our clients. The legal assistant will compile data from the Minnesota Supreme Court and the Minnesota State Bar Association. The legal assistant will conduct detailed surveys of attorneys in our 19 county service area. The legal assistant will explore and recommend how to use Minneapolis-St. Paul attorneys in our 19 county service area. The legal assistant will then recommend and create new volunteer opportunities.

CMLS will consider applicants desiring a full-time position for both projects or part-time applicants who may be interested in only one of the projects. Travel is required for both projects. Applicants must have a valid Minnesota Driver's license and their own vehicle. CMLS will reimburse for transportation pursuant to CMLS policies.

Background:  CMLS' mission is "to provide in a highly professional manner for the basic legal needs of families and children vulnerable to abuse, violence and neglect, homelessness or major economic disruptions in their lives." CMLS is a 3-office program with 21 employees providing free legal representation to low-income clients in 21 counties in central Minnesota. The position will be located in the St. Cloud office but involves travel to 20 counties in the CMLS Volunteer Attorney Program service area.

CMLS has a current budget of $1.5 million. It is funded primarily by the federal Legal Services Corporation and several smaller grants. CMLS enjoys a good rapport with, and strong support, from the organized bar and the local judiciary.

Qualifications:  Demonstrated commitment and sensitivity to the problems and needs of low income vulnerable persons. Familiarity with or propensity to learn about the Minnesota state court system and the legal needs of low income clients.
Salary:  D.O.E. to $28,816 FTE pursuant to the CMLS salary schedule. Excellent benefits.
