14. AUDIOVISUAL AND TELEVISION PRODUCTION
Audiovisual and Television facilities and services are intended to facilitate production for faculty and students, Tri-College University cooperative projects, and community projects related to university programs. Consequently, all productions should be a product of institutionally sanctioned activities.
Production is not intended to be competitive with commercial production agencies. Consequently, projects should not be solicited from the non-university consumer which normally fall within the purview of the commercial producer. Established relationships with other public service agencies, however, should not be jeopardized (i.e., public library, city government, etc.).
Programs produced by MSUM and released for cable or broadcast may be used as originally produced, and must include appropriate MSUM credits.
Normally, student and/or class oriented projects (credit or non-credit) should be confined to academic term and should not commit University resources beyond the completion of the project. No student or class project which requires a commitment of funds, equipment, or space beyond that allocated or scheduled will be accepted without consideration with the appropriate production center (AV or TV).
14.1 Production Costs
The cost of materials and a service charge for student labor involved in production will be borne by the department, agency, or individual based on a standard schedule or prices. Regular staff labor charges will be added to public service projects.
14.2 Instructional Use of Television Center Facilities
Television Production facilities may be scheduled for class or laboratory activities on a semester basis with the approval of the Liaison Group. Instructors scheduling such activities are responsible for providing instruction, laboratory supervision, care and maintenance of equipment and facilities.
14.3 TV Liaison Group
A Television Liaison Group shall be appointed annually to coordinate television production and instruction that uses the facilities of the Television Production Center. Regular membership shall include one representative from the Speech/ Theatre Department, one representative from the Mass Communications Department, the AV/TV Coordinator, the ITV Coordinator, the Studio Production Director and the Television Engineer. The group shall meet regularly and be chaired by the AV/TV Coordinator.
It shall be the responsibility of the group to:
- Recommend policy regarding Television Production at Moorhead State University to the Director of Instructional Resources.
- Establish procedures concerning all production in the TV Center.
- Coordinate scheduling and utilization of the TV facility.
- Prepare and recommend studio equipment and supplies budgets yearly.
