Questions or concerns regarding accommodations for employees with disabilities should be directed to the Human Resources Director, Owens 210, 477-2066. 

Book Orders
The MSUM Bookstore sends out requests for requisitions on October 1st for spring semester, March 1st for summer session and March 15th for fall semester. Please consult your department chair for further information about department policy and textbooks for your class. A requisition form may be available from your department secretary, or else it can be obtained from the MSUM Bookstore.  Information is also available online from the MSUM Bookstore.

Campus Telephone Directory
A campus telephone directory can be obtained by calling the Business Office, phone 477-2221. An online version, Dragon Directory, is also available.

 

Credit Union
The Affinity Plus Federal Credit Union (APFCU) is a full service financial institution. APFCU offers a variety of high quality financial products and services. You may join APFCU if you are employed by Minnesota State University Moorhead. To join, simply contact APFCU, American Square West, 635 Center Avenue, Moorhead, MN to complete a membership application and make an initial deposit into a Capitol Share Account. Once you become a member of APFCU, your family members are also eligible to join. You may contact APFCU at (218) 236-7093 or call their toll free number 1-800-322-7228 for additional information.

Employee Assistance Program
The Employee Assistance Program was established on December 29, 1976 and is available to all Minnesota State employees and their dependents. The program is based upon the premise that "the State recognizes that chemical dependency or other problems not directly associated with ones' job function can have an effect on an employee's job performance." Job performance can be adversely affected by any personal problem. The range of personal problems may include, but is not limited to, chemical dependency, psychological, marital, financial, legal and other concerns. The purpose of this program is to preserve valuable state employees in their positions through resolution of these personal problems.

There is no charge for the diagnostic and referral services offered through the program. However, the costs of therapy are not covered by the program, but in many cases such as chemical dependency and psychological problems, the therapy costs are covered by the employee's/dependent's health coverage plan. The program is private and confidential unless the employee using the services of the program gives a special release. The only information that can be shared with a referrer is whether the appointment was kept or whether the employee accepted the recommendation for professional help for whatever personal problem was determined during the diagnostic interview.

Supervisors will allow the use of sick leave when they help the employee make the appointment to visit a program counselor.  Further, the official policy states: "When a diagnosis and referral is made by the counselor, the employee may use sick leave for the prescribed treatment or rehabilitation program made available under hospitalization or health benefits presently offered to employees of the State of Minnesota."

Diagnostic and referral sources are not limited to the Moorhead area. Employees, the family, union steward, supervisor or the Human Resources Office may arrange a diagnostic counseling interview with a diagnostic and referral counselor.

All EAP services are provided through Behavioral Health Services Inc., (BHSI). These confidential services continue to be available at no cost to state employees and their family members. EAP Counseling Services can be accessed toll-free by calling 1-866-477-1586. Phones are answered 24 hours a day by a professional counselor. The counselor will conduct an assessment over the phone and either provide on-the-spot counseling or make a recommendation which may include a referral to a local EAP provider.

Faculty Duty Days
Classes are in session during each academic term according to the Academic Calendar. Please consult the calendar for holidays and other non-duty periods.

ID Cards

Dragon Cards are produced at the Dragon Card Office in LI 203A at no cost to the faculty member. The barcode on the card is used for checking out materials in the Library. Another use is for meal plans (both in Kise Commons and the CMU dining locations). The card is used to gain access to academic buildings after hours. Contact the Key and Card Access Office, Owens Hall 209, if you need to access buildings after hours. It is also useful as local identification and is often required to obtain government rates at motels when traveling.  For more information contact the Dragon Card Office, phone 477-2603.

 

Inter Faculty Organization Membership
Adjunct faculty who teach one course of more than 3 credits, or who teach more than one course in an academic year are included in the IFO bargaining unit. When hired, you will receive a copy of the current Agreement between the IFO and MnSCU. This is based on the Minnesota Public Employee Labor Relations Act (PELRA), and subject tot the terms and conditions of the labor agreement between the Inter Faculty Organization (IFO) and Minnesota State Colleges and Universities (MnSCU).

For detailed information on adjunct appointments, consult Article 21, Section E of the IFO/MnSCU Agreement. You will also find the minimum adjunct pay per credit for the appropriate fiscal year in Article 11, Section A or B. If your position qualifies you for membership in the bargaining unit, contact the IFO for benefits and dues.

Keys
Faculty and staff can obtain building access cards and office keys with approval from their appropriate departmental head. Your departmental secretary will help you obtain the necessary access and keys. When employees leave the university, they must return their keys to the Key and Card Access Office, Owens 209, phone 477-2925.

Mail

The Campus Post Office is located in Flora Frick. U.S. Mail is delivered to the post office once in the morning and picked up from the post office at 2:30 p.m. each day. Each department determines its own method of handling its mail. The department secretary will provide directions for processing various types of mail.

Office Assignment
Faculty should contact the department chair regarding office space.

Parking
Budget and space limitations make it necessary to enforce parking regulations carefully to satisfy all the demands. Each faculty and staff member who operates a vehicle on the campus must register each vehicle and pay a fee for a parking permit that is to be displayed on a hanger from the rear view mirror. 

Parking permits are available from the Parking Office, Campus SecurityBuilding. Each vehicle will be assigned a designated parking lot as near as possible to the employee’s office. For most lots, possession of a parking permit does not guarantee that a space will be available. A parking and traffic regulation brochure, which contains a campus map designating parking lots, will be issued at the time the permit is purchased.

Payroll
Salary payment for classes that are full by approximately one week prior to the start of classes will likely happen on the first pay date after the second week of classes (usually the third week of the term). Since enrollment figures for some classes offered through Continuing Studies may not be final until the first or second week of a term, payment of salary may be delayed beyond the first pay date. This is due to State of Minnesota deadlines for payroll.

Payroll deadlines to ensure that a faculty member can be paid during the first month of classes cannot be met if the enrollment is below 15 (Fall & Spring terms; 13 for Summer) because salary is not calculated until final enrollment numbers are determined. Salary may be prorated if your class is not full at the time final enrollment is calculated; for example, if 13 students enroll in a Fall or Spring class, the salary will be 13/15 of the possible salary.

Once final enrollment numbers are determined, payroll information is initiated. From that time, it takes approximately one month for the information to go through the State of Minnesota payroll process.

The State divides the year into 26 equal pay periods. Each pay period covers a two-week span starting on a Wednesday and ending on a Tuesday. Paychecks or direct deposit advice are distributed to employees at their home address on Fridays, 10 days after the pay period ends. This 10-day delay is needed to process and distribute paychecks for the state’s 40,000 employees.

The State of Minnesota (Minnesota Statute 177.23, subd. 4) requires that all new employees must sign up for full (100%) direct deposit. Exceptions to this statute may be granted only upon written objection from the employee. If questions, call the Payroll Office, Owens 214, phone 477-2222 or 477-2223.

If you are a new employee of Minnesota State University Moorhead please note that since the Federal Law of 1986, it is necessary for all new employees to verify their eligibility to work in the United States “within three days of starting work”. Proof of citizenship must be completed in the Human Resources Office, Owens 210. Questions pertaining to the necessary documentation needed should be directed to (218) 477-2157.

Printing and Duplication Services
Printing Services is located in Flora Frick 156 and combines traditional printing with the latest in high-speed copying and digital imaging technologies.

Some services that are offered include:

• 1 to 4-color copying and printing on Xerox Copiers and Presses up to 17” x 22”.

• Designing (use outside the classroom requires the design to comply with campus publication

   standards), copying/printing of posters, cards, note cards, certificates, tickets, forms, logos,

   advertisements, letterhead, envelopes (various sizes), programs, pocket folders, invitations,

   brochures and booklets.

• Copying of classroom materials, syllabi, exams, programs, posters, forms, books.

• Copying of study guides and books to be sold in the Bookstore.

• Business cards for faculty and staff (compliments of Printing Services).

Security Awareness Training

All Minnesota State Colleges and Universities institutions are participating in a Desire2Learn (D2L)-based Security Awareness Training program entitled Public Jobs: Private Data. Initial offerings of the three self-paced courses, which take 15-45 minutes each to complete, began in Spring 2007. Each module teaches best practices for using computers, identifying private information and what to do if a breach of information is discovered. All employees, including faculty, of Minnesota State Colleges and Universities are required to have completed this training by November.

Each employee will be sent an Enrollment Notice and directions to login to the D2L program. Please contact Human Resources if you have any questions about course requirements and call Instructional Technology if you need assistance with technical issues or if you need help navigating through the coursework.

Secretarial Services
Part-time faculty have access to departmental secretarial services for their classroom needs. Typing, duplicating, and similar services will be completed by the secretarial staff based upon departmental priorities. Please check with the secretary in your area to determine any special procedures for such services. Please also try to remember that the secretarial staff serve many faculty; try to give them as much lead time for requests as possible. NOTE: Student work should not be duplicated at university expense, and neither students nor secretaries should proctor or correct exams.

Sick Leave
Adjunct faculty are credited with a prorated sick leave balance based upon teaching workload. When absent because of illness, unclassified employees are responsible for reporting absence from duty on the Request for Paid Leave of Absence form [PDF]. Submit one form for each continuous absence. The university reserves the right to request a doctor’s certification prior to return to duty or before approving payroll in which credit is given for sick leave. Forms and your leave balance are available from the Human Resources Office, 477-2157 or from the employee’s department chairperson or supervisor.

Smoking and Tobacco Use / Sale Policy

As of January 1, 2008, smoking, tobacco use, and tobacco sales (including the use or sales of smokeless tobacco products) are prohibited on University-owned, -operated, or leased property, and in University-owned, leased, or - operated vehicles.

Definitions:

Smoking: The burning of any type of lighted pipe, cigar, cigarette, or any other smoking equipment, whether filled with tobacco or any other type of material.

Smokeless Tobacco Products: Smokeless tobacco consists of the use of snuff, chewing tobacco, smokeless pouches, or other forms of loose leaf tobacco.

Cessation Programs and Services
To ease with the transition to a smoke-free campus, in Fall 2007 and Fall 2008, Quit and Win will be made available to MSUM students and employees. Additionally, to support MSUM students and employees who wish to reduce and/or quit using tobacco products, a variety of tobacco cessation resources and services are available at http://www.mnstate.edu/aod/tobacco.cfm

Policy Enforcement
Enforcement of this policy will depend upon the cooperation of all faculty, staff, and students not only to comply with this policy, but also to encourage others to comply with the policy, in order to promote a clean, safe, and healthy environment in which to work, study, and live. The University will provide the campus community with training opportunities designed to assist and prepare students and employees to help one another comply with the policy.

In the case of a violation, the person will be informed of the University Smoking and Tobacco Use Policy. Should that person continue to violate the policy, the aggrieved party should contact the appropriate office: for University employees, the person's immediate supervisor; for students, the Judicial Office of Student Affairs; and for those not associated with the University, Campus Security.

Policy Exceptions

  1. An exception for instructional purposes allows for the use of tobacco products in laboratory and classroom instruction/experiments, or artistic purposes. All research, educational, and/or artistic purposes that involve the use of tobacco on campus, must be approved in advance by the President and his/her designee. Such use must be predicted by reasonable advance notice to the public.
  2. This policy does not apply to specific activities used in connection with the practice of cultural activities by American Indians that are in accordance with the American Indian Religious Freedom Act, 42 U.S.C. sections 1996 and 1996a. All ceremonial use exceptions must be approved in advance by the President of the University or his/her designee.

Telephone Instructions/Regulations
MSUM phones are for official state business only. Refer to Minnesota Statutes Sections 10.47 (1996): Telephone service, oversight for specific language regarding misuse of telephone service. Long distance direct dialed personal calls are unauthorized. Employees should use a personal phone card, cell phone, or make calls from a pay phone as necessary. We do not accept collect calls. Refer to PBX Phone System for information on telephone usage and voice message training.

On-Campus Calling: When calling an on-campus number from another on-campus number, listen for the dial tone and dial only the last 4-digits of the extension. We have one prefix (477) for all MSUM phone numbers that would be used to call in from off campus.

Off-Campus Local Calls: Dial 9, listen for the dial tone, then dial the number you wish.

Directory Assistance: For off-campus directory assistance please use the following websites: switchboard.com or dexonline.com. If you are unable to locate the number using either site, please call the Business Office at 2240.

International Calls: Departments can purchase international calling cards from the Business Office if individuals need to call overseas. If your department coordinates an overseas study program, contact the Business Office. You will be assigned a security code to use when making calls related to the program.
 

Tuition Waivers
Full-time faculty members and part-time probationary, part-time non-tenure track and part-time tenured faculty members shall be entitled to enrollment, in courses at any university in the System without payment of tuition or fees, except laboratory and special course fees. Such enrollment shall not exceed twenty-seven (27) credits for a year. Effective fall semester 2004 such enrollment shall not exceed thirty (30) credits for a year. For purposes of this provision, a year begins the first day of fall semester and concludes the day before the beginning of the succeeding fall semester. Part-time fixed-term, adjunct and community faculty shall be entitled to enrollment in courses at any university in the System without payment of tuition or fees, except laboratory and special course fees. However, the number of credits available to part-time fixed-term faculty, adjunct faculty and community faculty members for this tuition and fee waiver shall be equal to the number of credit hours taught by the part-time fixed-term, adjunct or community faculty member within that year as described above. The tuition and fee waiver must be used in the period from the first day of fall semester to the day before the succeeding fall semester in which the faculty member is employed. The faculty member’s spouse, or dependent children may share this right within the credit limit established above, with waiver of tuition only. Proof of financial dependency shall not be required. For purposes of this section, dependent children are financial dependents of the faculty member, defined as dependent on the faculty member for significant financial support. The Request for Waiver of Tuition is available in the Human Resources Office, Owens 210.
