2+2 Programs Leading to Bachelor of Science in Special Education |

| The 24 students in the Waubun cohort of the Curriculum & Instruction Masters Degree Program have finished their third and final year. They graduated in May of 2009. The program was customized to the needs of district students, and is aligned with the professional development goals of the district. Coursework has focused on topics of local interest, such as: - the history of the White Earth reservation, where the school district is located - Ojibwe cultural traditions and culturally-responsive teaching - parent and community involvement with schools - providing support for student learning and resilience Teachers, school district officials, and community members provided input on course content. Teachers learned concepts and strategies that they apply in their schools and classrooms. Data on results of application were then collected and analyzed in the graduate courses. The logistics of the program supported this ambitious agenda. Advising took place on-site. The examination for admission to the program was administered after school in a high-school classroom. The program was highly affordable -- there was no extra charge for on-site delivery, and the sequence of classes maintains students' eligibility for federal student loans. The course schedule was designed to facilitate the back-and-forth process of application and analysis. Care was taken to avoid conflicts with school activities and teachers' personal commitments. Several of the students who finished the master’s degree in Curriculum & Instruction enrolled in the Educational Leadership Specialist Degree program to pursue Minnesota administrative licensure. The Special Education Program at MSUM offers a 2+2 program with Anoka-Ramsey Community College (ARCC)-Cambridge and Minneapolis Community and Technical College (MCTC). In our 2+2 programs, candidates complete a designated associate's degree at the community college, and transfer to MSUM to complete the Bachelor's Degree in Special Education. Students may enroll in courses at the community college and MSUM concurrently. The major in Special Education leads to MN licensure in Specific Learning Disabilities (SLD) and Emotional/Behavior Disorders (E/BD). While most of the coursework is completed online, the 2+2 program includes some hybrid courses (online with in-person sessions offered at ARCC-Cambridge and MCTC), and some coursework with all in-person sessions on the community college campus. Class sessions are offered at the community college campuses on evenings and Saturdays to accommodate candidates who are employed. | As of June, 2009, Educational Leadership classes will be offered in Bemidji. These classes will allow students to earn credits for lane changes, degrees, and licensure. In June of 2009, four classes (Elementary Curriculum, Secondary Curriculum, Elementary Administration, and Secondary Administration) will be offered at the Bemidji School District Offices near the airport. Enrollment will drive the number of courses offered in Bemidji each semester. Although individual courses can be taken for lane change purposes, courses can lead to a Master’s degree in Educational Leadership, which offers four emphases and licensure as a K-12 Principal, Superintendent, Special Education Director, and Community Education Director. M.S.U. Moorhead offered graduate courses in the Red Lake Public School District starting in fall 2007, and fifteen teachers received master’s degrees in May of 2009 The coursework led to a Master’s Degree in Curriculum and Instruction (C & I) or in Educational Leadership for fifteen teachers in the Red Lake School District. Courses were designed to address local educational needs and were aligned with district professional development goals. The program was tied to the vision, mission, goals, and strategies developed by the Red Lake schools. Courses were scheduled for the convenience of Red Lake teachers. Starting the first week in September of 2007, classes were held at Red Lake and Ponemah Elementary Schools. Students who enrolled in the program paid normal off-campus tuition, which was approximately $300.00 per credit. There were no student fees, as are typically charged for on-campus courses. The only expense to the school district was use of classroom space and educational technology. The full C&I program consisted of 32 credits. The full Educational Leadership program required a minimum of 33 credits. Graduate coursework leading to administrative licensure must total at least 60 credits, inclusive of a master's degree. Upon admission, prior graduate credits were reviewed to determine which credits would count toward program requirements. Course themes include the following areas: Community as curriculum Oral history, cultural traditions, history of the Red Lake community, Ojibwe ethics and political structure, place-based learning. Integrating local history with Minnesota academic standards. Parent involvement Trust-building, shared goal-setting, parent education, interactive homework. Process approaches and the role of culture brokers. Assessment and data analysis MCAs, student surveys, authentic assessment, MAP scores. Observation and informal assessment. Grouping and targeted instruction. Intergenerational poverty Hidden rules of poverty, Payne's theory of motivation, strategies for independent learning. Engagement, communication, and safety Classroom as community. Social and emotional learning. Empathy, fairness, connection to adults, conflict resolution, anger management. Literacy development Vocabulary, comprehension, writing, note-taking. Motivation, enjoyment of reading. Text and trade book analysis. Listening, speech, and oral reading. Culturally-responsive teaching Ladson-Billings' model. Teaching for cultural competence. Role of critical consciousness and high expectations. Recognizing code-switching and dealing with oppositional behavior. Experiential learning Hands-on and outdoor learning. Impact on motivation and self-esteem. Integrating active learning with academic standards. Teacher leadership Professional learning communities. The impact of school structure and culture on teachers' roles. Collaborative planning, instructional coaching, and mentoring strategies. | Lakes Country Service Cooperative & MSUM Offer M.S. in Ed Leadership & K-12 Principal Licensure Program |

| Beginning in Summer 2009, Lakes Country Service Cooperative (LCSC) and MSUM have teamed up to deliver a Master's degree program in Educational Leadership, as well as Educational Leadership credits that lead to K-12 Principal licensure. MSUM will take our quality Educational Leadership Program online and combine it with face-to-face professional development opportunities from LCSC. Our unique program will give participants the knowledge and experience to emerge as educational leaders. This is a hybrid program that will involve a limited number of face-to-face sessions at LCSC in Fergus Falls, MN. The majority of the course will be delivered via online, asynchronous learning, allowing participants the convenience and flexibility to work from home in a way that works best with their individual schedules.
