Peer Review Committee Guidelines – 2006-2007

 

1.         Timeline for Faculty Grants and PRC Activities:

2.    College of E, HS, A, & IR Peer Review Committee Meetings      

      

  • We will have up to two meetings scheduled in the fall semester, if possible, to discuss the preproposals.  If schedules do not permit email discussion may substitute for a face-to-face committee meeting.  One meeting will be scheduled during the spring semester to discuss final proposals and determine recommendations.

 

  • Meeting schedule to discuss preproposals:  Either 11/08/06 at 12:30 OR 11/13/06 at 2:00.

 

3.    Directives from past years:

 

A.   Student funds as well as faculty salaries or stipends will not be covered by faculty grant funds -- these funds are to be used directly for the development of a faculty member.  Salaries for students will be awarded (depending on availability) from the College of E, HS, A, & IR Dean’s Discretionary Account – not 19A monies.

 

B.    The proposals shall be reviewed and judged based on their quality and merit without prejudice due to:

·         Research vs. professional development or creative activity

·         Exclusive faculty vs. faculty and student participation

 

C.    If request is for degree completion other than a doctorate, proposers are encouraged to state whether the degree sought is terminal or not.  There is a lifetime degree completion limit of $5,000.

 

4.    Office of Academic Affairs criteria for reviewing proposals and preproposals:

   

A.    Merit of the proposal

B.     Likelihood of project completion

C.     Potential for facilitating professional growth

D.    Potential for enhancing faculty effectiveness

E.     Value of project to the department and/or institution

F.      Success of projects supported by previous grants (where applicable).

G.    Frequency and recency of prior institutional grant support may be a factor.

 

Using a standard rating sheet, each member will provide a rating on the proposal using a scale of 1-3 (poor -- acceptable -- excellent) as well as objective criticism of the proposal’s strengths and weaknesses that can be shared with the proposal applicant.  Pre-proposal evaluations will focus on feedback to help the applicant to improve the proposal.  For preproposals, it is not necessary to provide numeric ratings but it is important to provide objective criticisms and suggestions for improvement that can be shared with the applicant(s). On final proposals it is critical that the numeric system be used in addition to comments.

 

5.    Additional proposed procedures for the PRC:

 

  • If a member of the committee is a grant applicant, this committee member will be excused while the committee discusses that proposal.

 

  • Members of the committee may advocate on behalf of proposals submitted by their department colleagues.

 

  • Preproposals and proposals will be hand-delivered to each PRC member’s office with a rating sheet well in advance of the PRC meeting.

 

  • If a committee member cannot attend a PRC meeting, they should complete the rating and comments and send to PRC Chair – at least one day prior to the meeting date.

 

  • A chair-elect will be selected for the next year. This can be done at either the 1st meeting or at a later meeting.  The chair-elect will assist the current PRC chair in taking notes on the decisions and recommendations of the committee.
